Project Title
"Linking Learning Loops: Institutionalization of INRM Research Approaches in National Agricultural Research Systems"

Project Goal
To support sustainable INRM in practice and scaling up INRM through increased institutionalisation.

Project Purpose
To find ways to facilitate learning and change among research managers and researchers that are then reflected in new practices and operational modalities for effective research.

Project Background/Rationale
INRM is a new approach and as such will take time to evolve and to build awareness, practical skills and experience. The driving forces for the need for change in the approaches currently being used by research are pragmatic: most research organizations see the need to improve adoption rates and impact. They see that traditional approaches are not achieving impact, particularly for the more complex NRM technologies (IPM and integrated soil fertility management). Non-technology issues need addressing, such as resolving communal resource management issues (irrigation schemes, hillside management); finding ways to deal with multiple dimensions and levels (policies, economic conditions at local, regional and national levels). Finally, there is realization of the need to deal with social and institutional processes (multiple stakeholders' needs, varied circumstances and agendas) that are hindering change.

Within the context of AHI, a facilitated, reflective learning approach has been initiated with partner organizations to foster change in institutional culture and reward systems to increase impact from research. While performance assessment research demonstrates progress in creating frameworks for more effective research and impact, this requires further support and testing to see if it indeed assists in fostering changes in researchers' and managers' behavior and practice. This project seeks to build upon these experiences and advance institutional change for increased impact through collaboration with interested stakeholders.
